LL152 Schedule by Community District

The Department of Buildings splits the city's community districts into four groups. Each group gets one calendar year out of every four, and the inspection can happen any time between January 1 and December 31 of that year. The district numbers apply in every borough, so Queens Community District 4 and Brooklyn Community District 4 share a deadline.

Buildings that received a certificate of occupancy on or after December 6, 2016 have their first inspection in the tenth year after the CO, then join their district's cycle.

03

What Has to Happen, and by When

The inspection is only the first step. These are the filing windows from 1 RCNY §103-10, counted from the inspection date unless noted.

  1. 1

    Notify DOB 2 Days Ahead

Since 2026, the inspector must notify DOB at least two days before the inspection.

  2. 2

Inspection by December 31 of Your Year

A licensed master plumber, or a qualified inspector working for one, inspects exposed gas piping from the point of entry through the public spaces, hallways, corridors, and boiler and mechanical rooms.

  3. 3

GPS1 Report to the Owner Within 30 Days

The plumber gives the owner the inspection report and certification, listing any leaks, non-code-compliant or illegal connections, and worn parts.

  4. 4

GPS2 Certification to DOB Within 60 Days

The owner files the GPS2 with DOB within 60 days of the inspection. A GPS2 filed after that requires a new inspection.

  5. 5

    Corrections Certified Within 120 Days

If the report lists conditions to fix, the plumber certifies the corrections within 120 days of the inspection, or within 180 days if the GPS2 says more time is needed.

What Changed in 2026

Amendments to the LL152 rule took effect January 3, 2026, and Local Law 142 of 2025 took effect February 22, 2026. The changes that matter to owners:

  • Two-day notice: the inspector must notify DOB at least two days before each inspection.
  • Stricter inspector qualifications: someone inspecting under a master plumber now needs a Journeyman Plumber registration plus DOB-accepted training of at least seven hours.
  • Defined scope and equipment: the law spells out what the inspection covers and the leak detection instruments required.
  • Buildings without gas service now need a utility statement every cycle, not just once.
  • Buildings with no gas piping at all certify that only once, and the certification can now come from the utility.
  • Violations: to resolve one, the owner has to pay the penalty and file the certification.
  • Filing moves to DOB NOW: Safety, with new fees once it does.

05

Penalties for Missing the Deadline

Failing to file an inspection certification carries a civil penalty of $5,000, or $1,500 for a three-family building (1 RCNY §103-10(f)). Some articles online quote $10,000; we couldn't find that number in the rule or on DOB's site.

The penalty doesn't replace the inspection. The building still needs it done and filed, and since 2026 the violation stays open until both the penalty is paid and the certification is filed. The rule allows penalty waivers in limited cases.

06

Which Buildings Are Exempt

Buildings in occupancy group R-3 (one- and two-family homes) are exempt. DOB also lists these Department of Finance building classes as exempt:

  • A0–A9 (one-family homes) and V (vacant land)
  • B1, B2, B3, and B9 (two-family homes)
  • CM, N2, S0, S1, and S2
  • M3 with two or fewer dwelling units, and M4 with 20 or fewer occupants

Three-family homes, apartment buildings, mixed-use, and commercial buildings are covered. A building with no gas service still has to file the utility statement each cycle.

07

What Happens if the Inspector Finds a Problem

Most findings are conditions to correct and certify within the 120-day window. In our inspections the common ones are capped "future use" connections, missing or broken meter bars, corrosion, missing pipe supports, unlabeled piping, and old unpermitted work.

Inspecting early in your year leaves time to fix findings before December 31 without rushing, and lets the repair and the correction filing go to the same licensed plumber. See our Local Law 152 inspection service.

Common Questions

Which buildings are due for Local Law 152 in 2026?

Buildings in community districts 4, 6, 8, 9, and 16, in all five boroughs. The deadline is December 31, 2026. Districts 11, 12, 14, 15, and 17 are due by December 31, 2027.

How long do I have to file the GPS2 after the inspection?

60 days from the inspection date. If the GPS2 is filed after that, DOB requires a new inspection. The plumber must give you the GPS1 report within 30 days of the inspection.

What is the penalty for not filing an LL152 inspection?

$5,000, or $1,500 for a three-family building, under 1 RCNY §103-10. The building still has to complete and file the inspection, and the violation stays open until both are done.

Can I get an extension on my LL152 deadline?

Yes, once. Owners can get a 180-day extension by notifying DOB and paying the fee.

Do one- and two-family homes need a Local Law 152 inspection?

No. Buildings in occupancy group R-3, which covers one- and two-family homes, are exempt. Three-family homes are covered.

Who can perform a Local Law 152 inspection?

A NYC licensed master plumber, or someone working under the master plumber's direct and continuing supervision who holds a Journeyman Plumber registration and has completed at least seven hours of DOB-accepted training.
