The Short Answer
- 01Typical timelines: 3–10 days for a simple repair in a house or small business, 2–6 weeks for an apartment building with riser or branch repairs, and 1–3 months when the building needs extensive repiping.
- 02Neither DOB nor Con Edison publishes a standard restoration time; those ranges come from our jobs. What decides it is how much piping needs repair and how fast each inspection gets scheduled.
- 03The filings are quick: the emergency notice and the permit are self-filed by the master plumber in DOB NOW, in real time.
- 04DOB usually inspects within 2–5 days of a request, according to HPD. The utility then schedules its own inspection and turn-on.
- 05In apartment buildings, every affected unit may need to be accessed. One locked apartment can hold up the whole building.
- 06Landlords must restore cooking gas immediately under HPD rules. Tenants can call 311 if it drags on.

Why the Gas Was Shut Off
Con Edison and National Grid shut off gas and lock the meter when they find a leak or an unsafe condition, often after someone reports an odor or after a Local Law 152 inspection finds a hazard. The usual causes are corroded pipe, loose fittings, failed valves, worn appliance connectors, and old work that was never permitted.
Under the NYC Fuel Gas Code, the utility keeps service locked until DOB authorizes the piping. That's why the path back always runs through a licensed master plumber and DOB, not just a call to the utility.

The Steps to Get Gas Back On
This is the sequence DOB lays out for restoring gas. None of the steps can be skipped, and each has its own timing.
- 1. Find the leak or condition
- WhoLicensed master plumber
- TimingUsually the first visit; longer in large buildings
- 2. Emergency Work Notification (EWN)
- WhoPlumber files in DOB NOW: Build
- TimingSame day; it's self-filed and expires after 2 full business days
- 3. Limited Alteration Application (LAA)
- WhoPlumber files in DOB NOW: Build
- TimingWithin 48 hours after the EWN expires; permitted in real time
- 4. Repairs
- WhoPlumber
- TimingHours for a single fitting; days or more for repiping
- 5. Pressure test, witnessed by DOB
- WhoPlumber and DOB inspector
- TimingDOB usually inspects within 2–5 days of the request
- 6. Gas authorization
- WhoPlumber requests it in DOB NOW; DOB grants it
- TimingAfter the inspection passes
- 7. Utility inspection, leak test, and turn-on
- WhoCon Edison or National Grid
- TimingScheduled by the utility; no published timeline
- 8. Relight appliances
- WhoPlumber or utility, with an adult present
- TimingSame visit as the turn-on
The pressure test for typical low-pressure building piping is at least 1.5 times the working pressure and no less than 3 psig, held for at least 30 minutes. Before gas comes back, every appliance on the affected meter has to be covered by the authorization, so a boiler or range with its own problem can hold up the turn-on.

What Makes It Take Longer
- House or small business, simple repair
- Typical time to gas back on3–10 days
- Apartment building, riser or branch repairs
- Typical time to gas back on2–6 weeks
- Extensive repiping
- Typical time to gas back on1–3 months
- Access to apartments. Con Edison may need to get into every unit on the line. Units that can't be reached can delay service for everyone else.
- How much piping fails. A single leaking fitting is a short repair. Corroded risers or a failed test across the building can mean repiping, and every new section has to pass the test.
- Old violations. Unresolved work-without-permit penalties have to be cleared before DOB issues the permit.
- Appliances. Ranges, boilers, and water heaters with bad connectors or valves have to be fixed before the meter they're on can be restored.
- Inspection scheduling. Both DOB and the utility schedule their own visits, and a failed test or inspection starts that wait over.
At the far end, outages in public housing have lasted months: one analysis of NYCHA data found its gas outages averaged 89 days between 2017 and 2024. Private buildings with a plumber on the job the same day are usually much faster, but large buildings with extensive repiping can still take weeks.
04
How to Get Gas Back Faster
- 1Call a licensed master plumber the same day. Only a master plumber can repair fuel gas piping and file the EWN and LAA, and the EWN clock starts when it's filed.
- 2Line up access to every unit before the test and the utility visit. Post notices, collect keys, and have the super available.
- 3Check for open DOB violations on the building so they don't block the permit.
- 4Have someone on site for the DOB inspection and the utility turn-on. National Grid requires an adult present for the relight.
- 5Fix appliance problems in the same visit instead of waiting for them to fail the utility inspection.
05
If You're a Tenant or Landlord
Under HPD rules, owners must restore cooking gas immediately. If they don't, HPD can issue a violation, make emergency repairs and bill the owner, or take the owner to court, and tenants may be entitled to a rent reduction.
Tenants can file a complaint through 311, bring an HP Action in Housing Court, or call the city's Tenant Helpline. Landlords should keep tenants updated on each step; most delays come from access, and tenants who know when the inspector is coming make it faster for everyone.

Common Questions
How long does it take to get gas turned back on in NYC?
Typically 3–10 days for a simple repair in a house or small business, 2–6 weeks for an apartment building with riser or branch repairs, and 1–3 months for extensive repiping. The plumber's filings happen the same day, DOB usually inspects within 2–5 days of a request, and then the utility schedules its inspection and turn-on.
Can Con Edison turn my gas back on without a plumber?
Not after a leak or unsafe-condition shutoff. A licensed master plumber has to repair the piping and get DOB's gas authorization before Con Edison will inspect and restore service.
What is a gas authorization?
DOB's sign-off that the repaired piping passed its inspection and pressure test. The plumber requests it in DOB NOW after the test, and the utility won't unlock the meter without it.
Does my landlord have to restore cooking gas?
Yes. HPD requires owners to restore gas immediately. If they don't, tenants can complain through 311, and HPD can issue violations or make emergency repairs.
Why is my whole building without gas when the leak was in one apartment?
Utilities often shut off the line or meter that serves several units. The whole affected system has to be repaired, tested, and authorized before any unit on it is restored, and the utility may need access to every apartment.
Who is allowed to repair gas piping in NYC?
Only a NYC licensed master plumber can be responsible for fuel gas piping repairs. Workers doing the work under them must hold a DOB Gas Work Qualification.
